Platform for integrating e-governance services into the national electronic system

The Authority for Romania’s Digitization (ADR), through its eDirect portal, offers the opportunity to obtain authorizations/qualifications/certifications through electronic means without having to visit counters that provide such documents.

PCUe (which is connected to the central public administration services and other authorities) affords an easy way to access the following procedures and formalities:

• The totality of procedures and formalities required for services, especially notifications or forms required to obtain authorizations, including requests for certificates of status.
• any authorization requests required for providing services

Why use PCUe?

• No more standing in line
• Drastically reduces time required to obtain certificates/qualifications/authorizations
• Ensures total transparency

In order to use PCUe it is necessary to use one of the fallowing methods:

• ghiseul.ro – use the username/password for www.ghiseul.ro if you are registered users
• eDirect – it is mandatory to create a new account - https://edirect.e-guvernare.ro

Those who already have an www.ghiseul.ro account can log in with http://edirect.e-guvernare.ro without having to create a new account.


Interested parties without an www.ghiseul.ro account must take the following steps:

1. Access the http://edirect.e-guvernare.ro platform
2. Creating an account – go to CREATE NEW ACCOCOUNT – Personal Account/Business entity – fill out the personal data fields, choose a username and password. The account confirmation is sent to the provided email address. Access the confirmation link to finalize the account setup.
